Policy package: the committee approved a set of updates on first and final reading that included: updates to LEA policy 4603 (adjusting the weight of grade‑9–12 assessments), Commission Policy 1 (mission and vision edits), Policy 1.1 (commissioner terms and meeting timing), Policy 1.2 (public comment period changed to two minutes per speaker), Policy 1.3 (conflict disclosures updated), Policy 2 (ADM projections clarified), Policy 2.1 (capacity interview attendance adjustments), Policy 2.2 (renewal appeal submission requirements) and Policy 3.6 (renewal application language). The committee voted to recommend these items to the full commission.
Policy 3.1 and delay requests: Thomas presented a draft of Policy 3.1 to govern petitions that request delays beyond the statutory one‑year option. Committee members debated how many additional delays should be permitted and what procedural expectations should apply. Members asked staff to add a requirement that an authorized operator representative must appear before the commission for any extension beyond the statutory year and to limit the commission’s consideration of extensions to one additional year except for exigent circumstances such as force majeure. Thomas said the language is a first reading and that staff would present a refined redline in March for final consideration.
Rule change: the committee approved removal of language in rule 1185‑1‑1.02 that erroneously provided a reconciliation period not contained in statute; Thomas said the deletion aligns the rule with state law.
Votes and next steps: the committee used a grouped vote for most first/final reading items, recorded roll‑call ayes, and advanced the first‑reading items and the revised rule to the full commission for action. Thomas and staff will prepare redlines with the committee’s suggested edits for the March meeting.
