Oklahoma County PBA gets status updates on ARPA-funded courthouse, jail and emergency projects

The Oklahoma County Public Buildings Authority on Jan. 24 received progress reports on American Rescue Plan Act-funded projects across county facilities, with staff saying several workstreams remain on schedule though some critical deliveries and contract changes are pending.
The updates came from the owner's representative, who summarized progress on elevators, the court clerk reconfiguration, annex front-entrance security, an Emergency Operations Center project, Behavioral Health site work and ongoing HVAC work at the existing jail. The reports were received by voice vote.
Why it matters: the projects affect access to the courthouse, the schedule for moving clerk records and operations of county health and public-safety facilities; delays to deliveries or contract approvals could shift timelines for when offices and services return to normal operations.
The owner's representative said the elevator work is now in final design and the team is "waiting to get a delivery date back, to Kone on that in order for us to understand the schedule." Submittals for the last elevator were finalized and a delivery date was being awaited to confirm the project schedule. On the court clerk reconfiguration on the Fifth Floor, the representative said "we're still on track for needing the north side, March 31," referring to the wall move needed before clerk's books can be relocated.
Work at the annex front entrance has progressed on exterior concrete, rebar and waterproofing, and the owner's representative said phase 3 platform work would start that evening; contractors had temporarily installed blue tape to mark planned temporary walls. Drainage work at a culvert was described as "99% complete," with staff returning to correct erosion and backfill issues identified during quality control checks.
The Behavioral Health site had a ground-breaking the prior week; the owner's representative said testing laboratory proposals were under review and that "I believe there'll be an award on Wednesday." At the existing jail, HVAC work was described as "progressing nicely," and staff plan to present contract change proposals to extend unit prices for remaining floors at an upcoming meeting. Basement work was reported nearly finished, with only some ductwork touch-ups remaining.
On the ICB remodel, staff said efforts were underway to bring subcontractor buyouts into budget and that, as reported, they did not believe those budget negotiations had changed the expected completion date. For an offsite project at 30 Seventh Street, staff said the project team "would like us to start in September and have it complete by the end of the calendar year," with District 1 acting as the project lead and seeking participation from the other districts.
Votes at a glance: The PBA approved the Jan. 13 minutes by voice vote (motion carried); the board voted to receive the owner's representative's updates on ARPA projects, the capital improvements list and the PBA report by voice vote; each voice vote was announced with "aye." (All three district seats were present for the meeting.)
The meeting record shows no final policy decisions or changes to project budgets were adopted at the Jan. 24 meeting; staff repeatedly described several items as awaiting contractor deliveries or pending contract change proposals to be presented at the next meeting. The board voted to receive the reports and adjourned after routine business.
