A Senate subcommittee voted to adopt an amendment and to approve Senate File 10 as amended, allowing landowner and tenant turkey hunting licenses to be used in an open turkey hunting season with the authorized method of take. Senator Shipley moved both the amendment and the final motion, and the measures passed by voice vote; the bill will move to the calendar under Rule 40.
The change removes a requirement that landowners or tenants specify which season they would use a license and clarifies that a license may be used during an "open turkey hunting season." "This is relatively simple. Just kinda clean some things up," Senator Shipley said. "It allows the landowner, tenant, the landowner and or tenant turkey hunting licenses to be used in any turkey hunting season with the authorized method of take for that season. Under the bill, land owners and tenants won't be required." The bill retains a one-turkey-per-license limit.
During debate, a senator who was not identified in the transcript raised a concern about county recorders' administrative costs. "There are no fees indicated for county recorders to administer licenses. And if they are free licenses, who's gonna pay for that work?" the senator said. The senator urged colleagues to consider an additional amendment to ensure county officials are compensated for processing work but no such amendment was offered during the meeting.
Senator Shipley explained an earlier wording problem that the amendment resolved. "During sub subcommittee, we realized there was a phraseology issue," Shipley said. The amendment replaces language that referenced a generic "season" with the phrase "open turkey hunting season" to prevent misinterpretation that a license could be used during any open season other than specifically authorized turkey seasons.
The amendment (10.2) was moved and approved by voice vote. After the amendment passed, the subcommittee approved the bill as amended by voice vote; the clerk announced, "The ayes have it and the bill is adopted and will move to the calendar under Rule 40." The transcript does not record individual roll-call votes or the names of members voting in favor.
No state statutes, county ordinances, or other legal authorities were cited on the record during the discussion. The subcommittee record in the transcript does not specify whether the proposal requires additional approvals, how licensing fees (if any) would be set, or any fiscal impact or administrative cost estimate for county recorders. Those details were not specified during the meeting.
The subcommittee adjourned after approving the motion to move the bill forward.
