Student representative Carter and Recreation Committee participants told the board that consultants had evaluated sand conditions at some beach locations and concluded certain areas — including sections of Aliso Beach and other south‑end stretches — are unsuitable because the sand gradient and compaction do not meet competitive play standards.
Members raised safety and logistics questions, including whether courts placed near active fields would require fencing or other protections and whether one‑time funds could be applied to the project before completion of larger field projects. Jeff Dixon, speaking for staff, said the district could both review Top of the World placement and simultaneously engage the city to explore alternative sites. A board consensus was reached to include the city in conversations and to report back through the facilities process.
No formal vote was recorded; the board instructed staff to report findings to the joint facilities committee and return with recommendations.
