Hearing officer approves renewal of Shakey’s arcade and beer-and-wine permits at 1133 S. Glendale Ave.

Cassandra Pruitt, the Planning Hearing Officer, granted renewal of two permits Jan. 22, 2020 to allow Shakey’s Pizza Parlor to continue operating an on-site arcade and to continue the on-site sale, service and consumption of beer and wine at 1133 South Glendale Avenue.
Case planner K. Azadi told the hearing the restaurant has occupied the site since the 1970s, that beer service began in 1971 and the arcade use was first approved in 1982, and that staff recommended approval. “We are recommending approval of the conditional use permit and administrative use permit with conditions,” Azadi said.
Azadi said the site is a roughly 68,000-square-foot rectangular lot at the northwest corner of South Glendale Avenue and Palmer Avenue, with two buildings: a multi-tenant commercial building to the north and the subject restaurant to the south. The existing restaurant measures 4,959 square feet and the site includes 85 parking spaces serving all tenants. The arcade area adjacent to the dining area contains 13 arcade devices, which staff characterized as a typical amusement feature catering primarily to children and youth and ancillary to the restaurant’s primary fast-food use.
Azadi said the application was circulated to city departments and that no department raised major concerns; the police department recommended standard conditions typical for alcohol service. Azadi noted the staff report and draft findings and conditions are contained in Exhibit 12 of the record.
During the hearing Pruitt asked about a police call referenced in the staff report. Azadi said the Glendale Police Department confirmed a reported incident involving a man with a knife behind the restaurant but that the call was not related to the operation of the business.
Applicant Steve Rawlings, representing Rawlings Consulting, said for the record he concurred with staff’s findings and the recommendation. “We concur with your, the findings and the staff recommendation for approval,” Rawlings said and agreed to the draft conditions of approval presented at the hearing.
No members of the public spoke at the hearing and no callers were connected. After the presentations and the lack of public opposition, Pruitt granted the applicant’s request for the two entitlements. The decision will be issued in writing; under Glendale Municipal Code, Title 30, Chapter 30.62 the hearing officer’s decision may be appealed to the Planning Commission within 15 days of the date on the decision letter.
The hearing record shows the approvals are renewals of longstanding uses at the site; staff indicated there are no proposed expansions to either the restaurant or the arcade as part of this action.
