Moreno Valley approves temporary closure of Davis Road to curb illegal dumping near Mystic Lake

Moreno Valley City Council voted unanimously Wednesday to temporarily close a stretch of Davis Road between Alessandro Boulevard and the road’s terminus to reduce illegal dumping and other nuisance activity.
Public Works Director Melissa Walker told the council the closure would be implemented with a highly visible reflective pipe gate and a multi-lock system to allow restricted access for emergency services and adjacent property owners. "The road closure will help to mitigate the public nuisance activity," Walker said during the staff report.
The council approved a resolution (listed on the record as Resolution No. 2025-xx) authorizing an 18-month temporary closure; the staff report noted the closure may be extended for up to eight additional 18-month periods under the California Vehicle Code. Walker said the request was made by property owners to the south of Alessandro Boulevard, identified as the State of California and the State of California Department of Fish and Wildlife, citing a larger conservation area around Mystic Lake and the bird populations there.
No members of the public spoke during the public hearing. Council members asked clarifying questions about purpose and history; Walker said a prior gated portion had once been closed and later reopened, and this measure is a temporary step while the city pursues a longer-term solution.
