Nuts and bolts: City Attorney Steven Quintanilla reported the outcome of closed‑session labor negotiations and read the compensation terms agreed with Mr. Mohan. The contract commences Dec. 28, 2024, is four years in length and includes a provision for a 5% annual salary increase on each anniversary date contingent on a satisfactory council performance evaluation. Mohan will receive executive‑level benefits (Tier 1 cafeteria plan contribution and other benefits consistent with the executive team), a $500 monthly auto allowance, a $350 wellness stipend per year, customary leave and holidays, and severance of six months’ pay if terminated without cause (no severance if terminated for cause).
Why it matters: The council voted to finalize terms so the city has a permanent chief executive under an agreed contract. Council members expressed support for quick confirmation to allow the manager to continue implementing council priorities.
