Commission discusses expanding role, bylaws and a vision statement for new Cultural Arts Commission

Members of the Redondo Beach Cultural Arts Commission debated the scope of the newly formed Cultural Arts Commission, recommended collecting commissioner input on a mission or vision statement, and discussed the limits of the John Parsons Public Art Fund.

Several commissioners urged staff to compile mission/vision suggestions from commissioners between meetings and include those items in an administrative report for the commission’s next regular meeting. Commissioner Tanner said the commission should act “very, very fast” and use the lull between meetings to draft priorities. Staff noted that bylaws are a technical document and that a separate mission/vision statement would help shape Article 2 of any bylaws revision.

Commissioners discussed program opportunities that fall outside the John Parsons Public Art Fund. Staff clarified: the Parsons fund can only be spent on permanent public-art installations; other cultural programs (for example, a city‑run gallery, youth orchestra or theater programming) would require a separate Council allocation and operational plan. Commissioners asked staff to include information on similar commissions’ mission statements from peer cities (for example, Laguna Beach) and suggested public outreach or a survey to identify resident priorities.

Commissioners also discussed practical next steps: (1) individual commissioners will submit written ideas for the commission vision to staff before the next meeting; (2) staff will compile examples from comparable cities and return an administrative report in March; and (3) the commission may form an ad hoc committee or bring draft language to a future agenda to guide bylaw revisions. Several commissioners encouraged active outreach to artists and community groups as part of the visioning process.
