Commission requests fuller city‑attorney update on homelessness; IT reports pallet‑shelter Wi‑Fi delayed to spring

The Public Safety Commission asked staff to assemble the homeless‑response records and invited the city attorney/prosecutor's office to return with a formal update in March after the commission reviewed contracts, funding and vendor reporting.
Commission staff said the commission had not received regular monthly updates from December 2023 through 2024 and provided consolidated documentation to commissioners so the city attorney can answer questions about contracts, vendor selection, reporting and expenditures when the office attends the March meeting.
IT Director Mike Cook told commissioners the pallet‑shelter Wi‑Fi target date of Jan. 1, 2025 has slipped after testing identified additional hardware needs. Cook said much of the hardware is on hand but that a few purchases are required; he estimated the shelter connection could be completed in Q2 2025 (April–June), and staff will report status at the March meeting.
Commissioners noted contract language that requires monthly reports from key vendors (staff cited CityNet contract provisions requiring monthly reporting) and asked staff to track compliance. The commission made a standing request that future updates from the city attorney/prosecutor include project accounting and performance against contract terms.
Action: Commissioners agreed to continue the homelessness update item and to schedule the city attorney/prosecutor for a March briefing so the panel can review invoices, vendor deliverables and program metrics together with legal staff. The motion to continue was approved by the commission and will appear on the March agenda.
