The Traffic and Parking Commission approved daytime curbside loading zones and a plan to delay installation of short‑term metered parking until the Duo Apartments project on Central Avenue and Willow Street has a commercial tenant.
Karen Gray, representing the Duo Apartments redevelopment, told the commission the project removes multiple curb cuts from the previous Innis Apartments layout and will create about 15 new on‑street spaces by eliminating four curb cuts and reconfiguring the curb. Gray said the development will provide two daytime loading zones (8 a.m.–5 p.m.) to accommodate large dumpsters and moving trucks and that one of the proposed loading zones was shortened after review with the waste hauler and the project’s traffic engineer.
“We’re creating 15 spaces that are new to the community,” Gray said, adding the team shortened one loading zone from roughly 70 feet to about 44 feet to preserve additional parking. She said the project expects frequent trash pickups given the buildings’ size and that the larger dumpster trucks informed the loading‑zone sizing.
Commission staff recommended approving the daytime loading zones and allowing implementation of meters after a commercial space is occupied so the city can revisit meter placement and design when demand is known. A motion to approve the loading zones and to defer installing the meters until a commercial tenant occupies space was seconded and approved.
Commission members said they appreciated the developer’s willingness to shorten a loading zone and delay meters until demand is clearer. Staff will implement daytime loading hours and coordinate with the meter and parking permit offices on the deferred installation trigger (occupancy), and will place signs designating daytime loading and resident parking overnight.
