Planning commission approves general plan amendment and rezone for 1719 Magnolia Drive

The Lake Havasu City Planning and Zoning Commission on Jan. 15 unanimously approved a minor amendment to the city's general plan and a planned development rezone for 1719 Magnolia Drive, clearing the way for a two-family, single-story residence on the 0.31-acre lot, city staff said.
City staff told the commission the property at 1719 Magnolia Drive is vacant and lies between Saguaro Drive and Stonecrop Drive. The commission approved a minor general plan amendment changing the parcel’s future land-use designation from high-density residential to medium-density residential. "The proposed amendment is in conformance with many goals and policies within the city's general plan," Mr. Curtin, city staff, said.
The general plan amendment is the first step in the land-use change. A separate rezone request followed: the commission approved a planned development rezone of the same parcel to reduce the minimum required dwelling-unit density from 15 units per acre to 5 units per acre and to waive the code requirement that 50% of the structure be two stories. City staff said the existing zone, Residential Commercial Health District (RCHD), requires a minimum of 15 units per acre and that, on a 0.31-acre parcel, that calculation equals 4.65 units and is rounded to a five-unit minimum under current rules. The applicant asked for the lower density and the single-story exemption to allow construction of a two-family dwelling.
Commissioner Susanna Ballard moved to approve the minor general plan amendment; Commissioner J.P. Thornton seconded. The motion passed 7 to 0. Commissioner Gabriel Medley moved to approve the planned development rezone to RCHDPD, with Thornton seconding; that motion also passed 7 to 0. The rezone item is scheduled for consideration by the Lake Havasu City Council on Feb. 11, city staff said.
No members of the public spoke during the public-hearing portion of either item. Staff described the amendment and rezone as compatible with the surrounding neighborhood and said the rezone request complies with the required findings of the city's development code.

The commission also received brief administrative announcements: city council on Jan. 14 approved a separate Mulberry treatment-facility rezone 6-0, and the city has selected a consultant for a general plan update that remains under contract negotiation, staff said. The commission adjourned with its next meeting set for Feb. 5, 2025.
