Julian Kahn of the Department of Administration explained these are bills more than one year old (and less than four years old) that require legislative authority because the sponsoring appropriations have lapsed. He said many of the items are legal services invoices or agency invoices that were not paid in the prior fiscal year due to invoice errors or timing and that the department requests the committee's usual annual authority to clear them.
The committee recorded a roll call and returned a due‑pass recommendation. The chair closed the hearing and adjourned the committee.
