Commerce Committee advances HB 2054 to streamline license renewal dates for financial services

The House Commerce Committee recommended House Bill 2054 for passage after the Department of Insurance and Financial Institutions (DIFI) explained the bill’s intent to streamline licensing renewal dates.
Paul Beney, committee research analyst, summarized that HB 2054 would change licensure and renewal dates for consumer lenders, debt-management companies, escrow agents, advanced-fee loan brokers and sale finance companies so that renewals align with the calendar year. DIFI’s Fausto Burial testified the change would allow many licensees to renew NMLS (the Nationwide Multistate Licensing System) accounts at the same time as state licenses and reduce inadvertent lapses and associated late fees. The bill also changes some statutory language so the director’s rule-adoption responsibilities are permissive rather than mandatory and removes a continuing-education review committee reference, addressing a recommendation in the agency’s sunset audit.
Sponsor Representative Jeff Livingston described the measure as an agency cleanup bill intended to reduce administrative burden for regulated licensees and DIFI. DIFI staff said the change may speed long-term care product filings and reduce backlog pressure noted in prior oversight. The committee moved a due-pass recommendation; roll-call voting recorded 10 ayes, 0 nays. The bill will advance to the House calendar.
