The Arizona House of Representatives met in session and conducted first readings of a wide range of bills across policy areas before adjourning until 1:15 p.m. Wednesday, Jan. 22, 2025.
The House convened with a prayer by Stake President Micah Rogers (guest of Representative Michael Way) and the Pledge of Allegiance led by Majority Leader Michael Carbone. The clerk recorded attendance at 54 present, 0 absent and 6 excused.
The bulk of the floor time was procedural. Members read dozens of House bills aloud for their first reading and, where indicated in the record, referred measures to standing committees or ordered them printed. Subjects covered in the first-reading list included elections and voting procedures, health and human services, appropriations for transportation and capital projects, water and natural resources matters, education policy, commerce and regulatory oversight, and various committee continuation and board continuation measures. Examples in the record include HB 2004 (voter registration cards), HB 2192 (state appropriations), HB 2236 (appropriations for street lighting), HB 2252 (vehicle emission standards waiver), HB 2272 (municipal storm sewer matters), HB 2338 (capital project appropriations), and HB 2570 (temporary nonexpansion of specified water use), among many others. In each case where a committee referral was announced in the transcript, the bill was assigned to the committee named on the floor.
Members also used the floor to introduce visitors: the Maricopa County Community College District governing board and officials from Prescott (including Mayor Phil Goode and city council members) were recognized, and the House introduced the doctor of the day, Heidi Tavel, M.D., and her resident, Christian Dahir, M.D. Representative Aguilar introduced students from Saint Jude Simon Catholic School. Representative Stahl Hamilton announced a "Water Wise" lunch-and-learn to be presented by the Environmental Defense Fund. Several members announced upcoming committee meetings and schedules for Tuesday and Wednesday, with times and hearing rooms noted on the record.
Late in the session, Majority Leader Carballo moved to adjourn. "I move that the house stand adjourned until 1:15 PM, Wednesday, January 22, 2025," the majority leader said on the floor; the motion carried by voice vote.
No final passage votes on substantive bills were recorded in the transcript of this floor session; the record shows first readings and committee referrals for the measures listed. Where the House record included a committee name immediately after a bill number, that assignment was entered on the House calendar for further committee action.
The day’s proceedings focused on advancing a large number of measures into the committee process rather than debating or taking final action on individual bills on the floor.
