Planning commission approves Inkyard Tattoo’s conditional use permit to relocate to South Coast Highway

The Planning Commission on Jan. 15 approved a conditional use permit allowing Inkyard Tattoo Art Gallery to relocate to 1199 South Coast Highway (corner of Brooks Street). The commission voted unanimously.
Planner Sarah Olsen said the business is an unlisted use in the C-1 local business zone that the commission has previously approved as similar to personal-service uses. Staff noted the proposed use will not intensify parking demand at the site beyond existing nonconforming conditions and that the tenant improvements are interior only. The proposed operation includes two service chairs and a private tattoo studio, dedicating about 76% of floor area to workstations and 24% to lobby/back-office/gallery; hours requested are 11 a.m.–10 p.m. daily.
The applicant (owner/operator) described restoring and repairing the interior and leaving existing building character intact, and confirmed apparel and branded merchandise (T-shirts/hats) are the only ancillary retail proposed. Staff routed the application to police and found no calls for service associated with the business’s prior Thalia Street location. Olsen noted the Inkyard previously operated under an approved CUP at 255 Thalia Street and that the relocation does not increase the number of tattoo establishments in the city.
After brief discussion commissioners expressed support and the commission adopted the resolution approving the CUP by roll call: Commissioner Goldman — yes; Commissioner Whiting — yes; Commissioner Dubin — yes; Chair Pro Tem Kellenberg — yes; Chair Sadler — yes. The applicant may pursue a sign permit administratively for frontage signage.
