City details Lexington striping, pulls Catella re‑striping from consent to correct scope

Why it matters: The Lexington work is intended to slow vehicle traffic, improve pedestrian sight lines and increase on‑street parking capacity near the training base entrance.
On a related consent item, councilmembers raised a discrepancy on the Catella Avenue re‑striping project. Staff had listed an engineering estimate of $131,000 but the notice inviting bids in the packet described striping on Catella from Los Alamitos Boulevard to Walker Street, which would be a shorter scope than staff verbally told the council (the staff direction was the portion from the 605 Freeway to Walker Street). Councilmember Barter pressed staff for clarification and noted the $131,000 estimate appeared low if the work covered the full 605-to-Walker corridor.
Engineering staff and council agreed they could not find the schematic drawing matching staff's verbal description; the council voted to pull item G (Catella re‑striping) from consent so staff can confirm the correct limits and exhibits and return the project for council approval in February. The council approved the rest of the consent calendar without item G.
Staff said the Catella scope, if it includes six lanes plus crosswalks from the 605 to Walker, will likely require discussion of cost‑sharing with Cypress on the north lane and pursuit of grant funding for bike facilities if the city later adds bike lanes.
The Lexington project is set to proceed with resident notice and two weekend work dates as described.
