Design, permitting and contractor outreach continue for Carpinteria Advanced Purification Project

Project managers gave a status update on the Carpinteria Advanced Purification Project (CAP), describing progress on design, permitting and contractor outreach and identifying next milestones.
Chris (project manager, WSC/Woodard & Curran) told the boards the project is being developed in three separate construction packages: the advanced water purification facility (AWPF), conveyance pipelines and injection/monitoring wells. He said the separation allows AWPF-specialized contractors to bid without excluding smaller local firms from pipeline work.
Chris said the AWPF design was between the 75% and 100% stages: the 75% package was submitted in October and comments returned in December; staff expects 100% design in February and a final bid set by May, with AWPF advertisement in May and anticipated contract considerations by July. Conveyance and well packages are on a slightly earlier schedule for 100% design in April and advertisement to follow. Chris said the project team expects bids for all three packages in early summer.
On permitting, Chris described ongoing coordination with two permitting authorities: the City of Carpinteria for the conditional use/coastal development permit and the Central Coast Regional Water Quality Control Board and California Division of Drinking Water (DDW) for water-reclamation/waste-discharge and Title 22 engineering report requirements. He said anti-degradation and geochemical analyses have been submitted or discussed with regulators; boron and arsenic were highlighted as project-specific constituents to study. Chris said the Title 22 (DDW) review is expected to take roughly a year because of workload and that the regional board's subsequent review for a Waste Discharge Requirement typically takes several months.
Chris also described outreach and contractor engagement. Staff held listening sessions and initial contractor site tours; the team engaged a market-research firm to design community surveys and will present draft questions to the board. He said the project team mailed an offer for an easement to St. Joseph's Chapel and expects follow-up.
Board members asked about permit sequencing, regulatory review time, and the risk that construction costs may rise if the team delays bidding until permits are complete. Chris explained that some Title 22 and geochemical details rely on final design and contractor equipment and that doing some permitting and design tasks in parallel reduces schedule and cost risk. He said staff was tracking regulators' feedback and would continue to coordinate during design.
The project-team slides included a schedule of near-term milestones: AWPF 100% design (February), community survey results and economic analysis updates (March), Planning Commission hearing (April), AWPF advertisement (May) and pipeline and wells advertisement (early summer).
