Commissioners reorganize leadership, appoint officials and approve a slate of routine resolutions and actions

Scotts Bluff County commissioners completed annual reorganization and approved several routine administrative items during the Jan. 20 meeting, including election of officers, appointment of department liaisons and passage of multiple resolutions the board typically considers each January.
Leadership and appointments: Commissioners reappointed Mark Harris as chairman and Charlie Knapper as vice chairman. The board approved a slate of appointed officials (motion carried 5-0) including:
- Jay Steinle, Facilities Manager and county safety committee chair - Celinda Howard, Central Communications Director - Matthew Myers, Veterans Service Officer - Steve Baird, Director of Public Works and Highway Superintendent - William Mabin, Building and Zoning Director - Lisa Rhine, Management Accountant / Personnel & Civil Rights Director - Sheriff Overman, Detention Center Director - Brenda Lacey, Tourism Director - Kurt Richter, Transit Manager - Rob Crowder, Region 22 Emergency Management Director
Liaison assignments were approved: for example, Mike Blue (county commissioner) is liaison to the county safety committee; Ken Meyer is liaison to central communications, personnel and management accountant functions; Charlie Knapper remains the commissioner liaison to the tourism director.
Administrative and finance resolutions: The board approved the following routine actions and designations (motions carried 5-0 unless noted): designation of the Scottsbluff Star-Herald as county newspaper of record for 2025; designation of the Scotts Bluff County website as an additional method for providing meeting notices; selection of the Star-Herald for delinquent tax list publications; a resolution declaring surplus equipment and authorizing sale or disposal; authorization permitting the county treasurer to invest excess funds; a resolution setting the delinquent rate for insufficient funds at 1 percent; and approval of bank depositories for county funds (list includes First National Bank NPATe, Pinnacle Bank, Platte Valley Bank, Riverstone Bank, U.S. Bank and Union Bank NPAT/NFIT).
Motor-vehicle & tax matters: The board approved a motor-vehicle tax exemption list for Panhandle Developmental Disability Services Inc., totaling an estimated tax loss of $4,587 for the year, and accepted routine tax-list corrections. The Board of Equalization convened and recessed as required by statute.
Personnel and temporary services: The board approved a temporary contract position in the county diversion office under personnel statute authority to allow the director to hire a temporary 1099 to cover an assistant's extended medical leave (motion carried 5-0). Commissioners also appointed Lisa (last name: Rhine) as the Scottsbluff County representative to the regional communications/911 advisory board for the interim until a sheriff's-office designee is installed.
