House receives governor's budget and appropriations messages; higher education infrastructure proposal referred to committee

The clerk read that the governor's annual budget for the fiscal year beginning July 1, 2025, "was filed in the office of the clerk on Wednesday, January 22nd at 1:26 PM." That message was announced as referred to the Committee on Ways and Means. A separate filing described "a request for making appropriations for the fiscal year 2025 to provide for supplementing certain existing appropriations and for certain other activities and projects," recorded in the minutes as filed in the office of the clerk on Wednesday, July 22 at 1:26 p.m., and likewise referred to the Committee on Ways and Means.
Under Rule 30, the clerk also read a message from the governor "recommending legislation to build resilient infrastructure to generate higher ed transformation," filed in the office of the clerk on Jan. 21 at 12:05 p.m. That message was sent to the Committee on Higher Education.
No debate or votes on the governor's proposals were recorded on the floor during the session. The referrals send the proposals to the relevant committees for review and any subsequent hearings or legislative action.
Committees will determine next steps, including whether to hold hearings, request additional fiscal analyses, or report bills back to the full House for consideration.
