Planning commission approves small recycling operation behind Early Mart mini-mart in Exeter area

The Tulare County Planning Commission on Jan. 22 conditionally approved Special Use Permit PSP24-053 to allow a 1,500-square-foot solid-waste recycling operation in the rear parking area behind Amigos Market (address clarified during staff remarks as 235 South Front Street).
Planner David Alexander told the commission the operation would occupy a paved area behind the mini-mart, employ two people and operate Monday through Friday, 8 a.m.–5 p.m., and weekends 8 a.m.–1 p.m. Staff estimated roughly 28 vehicle trips per day to the recycling area and said there would be no permanent signage.
Alexander said neighborhood notice was mailed and the notice published; staff received no written opposition or phone calls about the project during the public comment period. The applicant did not present public opposition during the hearing.
Commissioner Gil Aguilar moved to approve the CEQA common-sense exemption and conditionally approve PSP24-053; Commissioner Bill Whitlatch seconded the motion. The commission recorded the action as seven yeses and one absent.
During the hearing staff flagged a typographical discrepancy in the agenda’s address listing (the packet listed different numbering); Alexander clarified the correct parcel/address mapping for the commission. No changes to hours of operation, parking or chemical-storage limits were proposed; staff noted the operation would use an existing paved area and that no permanent signage was planned.
