Board approves Act 34 booklet and maximum costs for new Lincoln Park Elementary; Act 34 hearing set for March 3
Summary
The board approved the Act 34 booklet and a resolution listing a maximum building construction cost of $28,105,264 and a maximum project cost of $36,512,162 for the proposed Lincoln Park Elementary School. The formal Act 34 public hearing is scheduled for March 3, 2025 in the district boardroom.
District consultant Sean Dowdy presented a high-level walkthrough of the Act 34 booklet for the proposed new Lincoln Park Elementary School and asked the board to approve the booklet and the Act 34 resolution that lists the maximum project and maximum building construction costs.
Dowdy explained the booklet includes the project need, site description, floor plans and renderings, PlanCon Part D documents and the PlanCon-derived maximum building construction cost. He drew attention to PlanCon line items that show the total project cost at $36,512,162 and the PlanCon maximum building construction cost at $28,105,264. Financial analysis and millage/debt-service impacts in the booklet were prepared by Raymond James and FSL; Scott of Raymond James and Michael Vind of FSL were introduced as advisors available for questions.
Dowdy said the Act 34 hearing for the Lincoln Park Elementary School is scheduled for March 3, 2025 at the district administration office; the booklet will be available for public review for a minimum 20-day period as required by Act 34 of 1973.
Because one operations agenda item (11.1) required separate consideration, the board took a standalone roll-call vote on item 11.1 approving the maximum building construction cost and maximum project cost. The motion carried: mover Missus Denny, second Missus Casper, roll-call vote 8–0. The district will include the approved PlanCon figures in the resolution and publish the booklet and public-notice advertisement as required.
No financing commitment was finalized during the vote; the booklet includes analysis of financing alternatives prepared by Raymond James and FSL and the district will bring final financing actions at future meetings.
