Senate Health Committee advances three health bills in executive session

In an executive session Jan. 24 the Washington Senate Health & Long Term Care Committee voted voice approvals to send three bills — SB 5051, SB 5239 (substitute S0833.1) and SB 5244 — to the Rules Committee for further consideration.
The Washington State Senate Health & Long Term Care Committee held an executive session on Jan. 24 and advanced three bills to the Rules Committee: Senate Bill 5051, Senate Bill 5239 (with proposed substitute S0833.1), and Senate Bill 5244.
Committee staff briefed members before votes. Rohan, a committee staff member, described SB 5051 as “relating to consolidating regulatory authority for nursing assistants,” and noted the bill had been heard Jan. 21 with no amendments. He described SB 5239 as “concerning the retention of hospital medical records,” and identified one amendment, S0833.1, which “clarifies that all information collected at each unique visit is considered a medical record.” He also briefed members on SB 5244, sponsored by Senator Richeli, as “relating to providing an exemption for women, infants, and children program staff to perform hematological screening tests,” and said the bill had no amendments.
After brief discussion, members made procedural motions and approved recommendations by voice vote. For SB 5051, a member moved “the bill receive a due pass recommendation and be sent to Rules Committee,” the motion was called and passed by voice vote. For SB 5239, a member moved adoption of the proposed substitute S0833.1; Senator Slatter spoke in support, saying the amendment “helps to clarify information associated with each unique visit” and urged support. The committee then moved the substitute for a due-pass recommendation to Rules. For SB 5244 the committee moved and approved a due-pass recommendation to Rules.
All three motions were recorded as passing “subject to signatures” and the committee exited executive session. Senator Mazal noted these were the first bills advanced out of the committee by “brand new members” and committee leadership briefly recognized the new members.
The actions taken in executive session are procedural recommendations to the Rules Committee; none of the three items were finally enacted by the Legislature on Jan. 24.
