Council names member to zoning code update steering committee

Council appointed Council member Ernesto Gutierrez to serve on the steering committee for the city’s zoning code update. The steering committee will provide policy direction and act as a stakeholder advisory group to the consultant Mintier Harnish, which begins work on the zoning code update.

Why it matters: City staff described the steering committee as a forum to weigh in on key policy issues and to assist the consultant and staff in moving the zoning code update. The update will address how land uses, including cannabis‑related uses, are treated in zoning districts and clarify how the code defines residential, resort residential and mobile home park setbacks.

Steering committee composition and schedule: Staff said the steering committee will include representatives from the architectural review committee, planning commission, a possible tribal representative from the Agua Caliente Band of Cahuilla Indians, business community representation and relevant city department leaders. The committee is expected to meet roughly six times over the project. Staff also said there will be three public community meetings, planning commission workshops and council hearings during the process.

Appointment and logistics: Council member Ernest Gutierrez accepted the nomination. Council member Lamb offered to serve as an additional council representative; staff noted that having multiple council members on a standing committee may trigger Brown Act requirements and additional posting obligations. The council agreed to have Gutierrez represent the council on the steering committee and left open the option to return if they decide a second council member should participate.

Next steps: The consultant kickoff with the steering committee is scheduled to begin the morning after the meeting. Staff will return to council with progress updates and public engagement milestones as the update progresses.
