House committee advances bill to create voluntary agricultural conservation-easement program

Representative Richard Culp introduced House Bill 1234 on Oct. 12 before the House Agriculture Committee, proposing a voluntary program that would let farmland owners donate or bequeath conservation easements to preserve agricultural use.
The bill would authorize the Indiana State Department of Agriculture (ISDA) to accept, hold or help facilitate agricultural conservation easements, allow counties to establish local programs, and create an Ag Conservation Easement Fund to leverage federal, state, local and philanthropic dollars. The bill, as introduced, does not request a state appropriation to purchase easements.
The legislation responds to an ISDA inventory, released in July 2023, that found Indiana lost roughly 345,000 acres of farmland between 2010 and 2022. "That report showed a staggering 345,000 acres were lost in Indiana during that 12 year time," Representative Culp said during his introduction. Supporters told the committee the loss threatens farm succession, local economies and the state’s role as a top commodity producer.
