Delegate Kerr introduced a request from Cloverhill Baseball seeking a letter of support to accompany a parks-and-recreation fee-waiver application for the Whittier fields. The league proposed to rehab and refurbish the fields — leveling, rebuilding pitcher mounds and related work — in exchange for waived rental fees for the 2025 spring and fall seasons.
Kevin (city staff) told the delegation the Whittier fields are city-owned parks-and-recreation facilities adjacent to Whittier Elementary School. Delegates and senators expressed concern about precedent: Senator Karen Lewis Young said the delegation should not bypass negotiations between the city, the school system and the homeowners association, and others worried a delegated letter could set expectations for many nonprofits seeking the same support.
Members requested clarifications before acting: the delegation asked staff to confirm ownership (city park vs. FCPS property), correct an address and recipient in the draft letter, and obtain the waiver application’s financial details, including the rental-fee amounts that would be waived and an estimate of the cost of the proposed field improvements. The delegation agreed to revisit the item next week to meet the parks department’s Jan. 31 deadline for supporting materials.
