Howard County delegation moves LBI package; school system asks for space-assessment funding

On Wednesday, Jan. 22, 2025, the Howard County House delegation voted to advance this year’s Local Bond Initiatives (LBIs) as a group and heard a request from Howard County Public School System leaders for consulting funds to complete a space adequacy assessment of school facilities.
The delegation voted to “move all the LBIs, as a group,” a motion that passed on a voice vote. Terry Watson cautioned listeners that "this year's, funding available for LBIs is extremely limited, and it is certain that we will not be able to fund every LBI or even probably a majority of them." The delegation then heard from Cornell Brown, chief operating officer for the Howard County Public School System, who described the school system’s request for consulting services.
Brown said the state’s Maryland Public School Construction Program’s facilities assessment reviewed building conditions but did not evaluate how buildings support instructional programs and administrative functions. "We are requesting our support, to fund a space adequacy assessment," Brown said. He told the delegation the study would couple condition data with space-adequacy analysis to prioritize the district’s capital program and inform decisions on roofing, mechanical systems and program spaces.
Board and county representatives noted that the district also has projects in design, including work at Faulkner Ridge, and that the system expects construction for that project to begin in January 2026 with completion targeted for the 2027–28 school year.
Maureen Evans, representing the county administration, asked for additional time to provide fuller technical answers together with Howard County Police Department and the county transportation office on related questions that arose during discussion. Evans told the delegation she had sent an email with preliminary information and offered to convene staff, including a police officer, at a follow-up meeting.
The delegation did not vote on individual LBI line items during the session; it voted to advance the LBI package as a block for further processing.
The delegation scheduled follow-up briefings to obtain revenue projections, maps of candidate roadways (for other agenda matters discussed concurrently) and additional detail on how any allocation of fines or proceeds would be tracked, if members choose to earmark funding for specific uses.
