The Westminster City Council on Jan. 8 approved a package of consent and action items including a county Family Resource Center grant application, an amendment to a well pump maintenance contract, an award for CDBG-funded street improvements and several procedural motions. Most items passed unanimously; key contested items were decided separately (see separate story on Ordinance No. 2615).
Highlights and formal outcomes:
- Family Resource Center grant application (Resolution No. 5293): Council authorized the city to apply as lead agency and designated the city manager as authorized representative. Motion made by Councilwoman Fan West, seconded by Mayor Wynne; vote 4-0. Staff said the county solicitation could allocate roughly $380,000 per year for Family Resource Center services, for an initial three-year term with possible extension; exact award amounts depend on county decisions.
- Amendment No. 2 to maintenance and service agreement with General Pump Company (wells): Council approved the amendment to continue well pump maintenance and repair. Motion carried 4-0. Staff noted some wells have been offline for months and repairs can take several months depending on parts and work needed.
- CDBG 24-25 street-improvements contract award (Project CDBG 24-25): Council awarded the construction contract to COP Contracting in the amount of $546,646, authorized a 10% contingency ($54,664.60) for change orders, and authorized the city manager to execute the contract. Motion carried 4-0. Council discussed but did not adopt an immediate local-hire preference; city attorney said options such as a local-preference or buy-local program would require separate study and possibly an ordinance and typically would not apply to state or federal grant-funded contracts.
- Midway City Sanitary District open-house sponsorship (Item 5.1): The council moved the item to the next meeting because two council members would need to recuse themselves at tonight’s meeting. Motion carried 4-0.
- Appointments to Westminster Community Foundation (Item 5.4): Council opted to defer appointments to a later meeting and discussed concerns raised by foundation members and residents about bylaws, quorum problems and delinquent tax filings. Motion to defer carried 4-0.
- Consent calendar (remainder): Approved 4-0 after items 3.4 and 3.5 were pulled for discussion at members’ request.
