Council Member Fan West asked the city attorney on Jan. 22 whether two payments to the law firm Jones & Mayer listed in the warrant register concerned the Westmoor (Community) Foundation. The city attorney confirmed the invoices related to legal work advising the foundation on raffle compliance and related governance questions.
The attorney said the issue arose midyear when the foundation held a raffle; he advised the foundation on how to comply with raffle rules and testified that the work was city business connected to setting up the foundation properly. After the clarification, Fan West moved and the council voted 4-0 to receive and file the warrant register for Dec. 19, 2024–Jan. 15, 2025.
Council members had earlier pulled item 3.2 for discussion; after the attorney’s explanation Fan West moved to receive and file the item and the motion carried on a unanimous roll call.
