Council names representatives to regional boards, adopts OCFA director resolution

On Jan. 22 the Westminster City Council approved appointments of council members to a range of regional boards and committees and adopted a resolution formally designating the city’s representative to the Orange County Fire Authority (OCFA) Board of Directors.

Council took the appointments as a slate and voted 4-0 to confirm delegates and alternates for agencies including: the Orange County Council of Governments (delegate: Mayor Winn; alternate: Vice Mayor Manzo), Southern California Association of Governments (delegate: Mayor Winn; alternate: Vice Mayor Manzo), Orange County Public Library Advisory Board (delegate: Council Member Nam Kwan Nguyen; alternate: Vice Mayor Manzo), Orange County Mosquito and Vector Control District (delegate: Mayor Winn per staff proposal; Council Member Fan West volunteered), the Public Cable Television Authority (delegates: Nam Kwan Nguyen and Vice Mayor Manzo with Council Member Mark Nguyen filling a vacancy), Santa Ana River Flood Control Agency (delegate and alternate assignments as discussed), the CAQUEST advisory committee, and the West Orange County Water Board (delegate: Council Member Mark Nguyen with Vice Mayor Manzo as alternate). The council approved the slate without changes.

Because OCFA appointments require a resolution, the council separately adopted a resolution designating and appointing the city’s representative to the OCFA Board of Directors; the resolution passed 4-0. In discussion the mayor and councilors noted the time commitments for several boards but expressed willingness to serve.

Council members emphasized that several appointments will require time and attendance; one councilor noted prior censure decisions that had removed a member from certain external assignments. The full vote to approve the slate and the OCFA resolution was unanimous.
