The recommendation followed a presentation by Gina Stasse Vanacore of Pioneer Community Energy, who said the joint powers authority studied Yuba City’s load and procurement needs and concluded it could “launch everyone all at once” — meaning it could add Yuba City and other expansion members simultaneously while protecting ratepayer savings.
