Wendy Tramarci, a Flagler County resident and board member with the Vero Beach and Indian River County Humane Society, told the council the Flagler Humane Society lacks funds and a strategic plan and is consistently at or over capacity. "We are one of only 13 counties in Florida without a municipal shelter," Tramarci said, and she pointed to a Charity Navigator rating she described as evidence of poor accountability and finances.
