Board approves Columbia Gorge ESD local service plan for 2025–26

Dana Peters, superintendent of the Columbia Gorge Education Service District, presented the ESD's required local service plan for the 2025–26 school year, describing four statutorily required components: early childhood and preschool services, services for children with special needs before kindergarten (IFSP), technology and cybersecurity support, and school improvement and administrative services. Peters also described regional hubs the ESD operates and noted the ESD provides 67 Preschool Promise slots in Wasco County.

Peters said the ESD provides desktop and server support, cyber security, school improvement assistance tied to Oregon Department of Education integrated guidance, and a range of regional programs including STEM and educator mentoring. Peters highlighted a recently awarded EPA community change grant for renovating Chenoweth Middle School to expand preschool offerings for infants and toddlers.

Director Nelson moved to approve the ESD local service plan and a resolution approving it (Resolution 2425-9); Director Apercio seconded. The board approved the resolution by voice vote with all present saying "aye." The motion carried.

Board members had no additional substantive changes and described the plan as consistent with prior service agreements. Peters said the ESD will return in spring to discuss support and staffing if districts' integrated guidance goals require additional services.
