Philbrook added that a blanket ban on recordings could hinder transparency and accountability when students need evidence of bullying or misconduct and could disproportionately affect students with disabilities who rely on recorded lessons as an accommodation. He urged the board to clarify how school-issued devices and wearable technology would be treated and to consider explicit exceptions for accommodation-related recording or for documenting mistreatment.
