The Los Angeles City Council received a briefing on Jan. 24, 2025 about the HRP human-resources and payroll modernization project, a multi-department effort to replace the city’s legacy HR and payroll systems.
Councilmember McCusker introduced the presentation and asked City Controller Rick Mej eda, ITA staff and other project leads to describe the work. Controller Rick Mej eda and ITA General Manager Ted Ross credited a multi-department team for moving the project from design into production and said the system now covers pay across many departments.
Ted Ross told the council the modernization affects tens of thousands of employees and “llega a tres mil millones de d f3lares en pago total,” and that the rollout metrics improved from 98% on the first day to about 99% after stabilization. Ross said the work required nights and weekend overtime from staff and outside consultants and that “todav eda hay mucho trabajo” including tickets for changes, reporting and security.
Speakers singled out individual contributors from ITA, the Controller’s Office and personnel departments; project leads and consultants were publicly thanked for multi-year work. Several councilmembers and the controller framed the project as foundational to accurate payroll, hiring and benefits administration for the city workforce.
Councilmembers did not take a policy vote on the project during the presentation; the briefing was framed as recognition of the team’s work and a progress update on an ongoing implementation.
