Clark County fiscal court approves CSX bridge submission, adopts medical-cannabis workplace resolution; coroner seeks upgraded facility and vehicle

The Clark County Fiscal Court on Jan. 23 authorized county officials to sign a cleaned-up CSX bridge transfer agreement and to submit grant applications tied to the bridge, adopted a resolution clarifying county policy on medical cannabis and workplace drug-use rules, and heard a multi-part annual report and funding request from Coroner Neil Hall.

Coroner report and request

Coroner Neil Hall provided a year-end report on the office’s caseload and operations, and asked the court to consider a facilities plan and equipment replacement. "On our calls of service, for last year, we had 235 calls for service. Of those, 148 were death investigations," Hall said, summarizing workload and staffing duties. He described the office’s current rented bay-area facility as poorly lit and not climate controlled and said the office is operating older vehicles that pose odor and safety problems during transfers.

Hall reviewed manners and causes of death recorded in 2024, saying 110 deaths were ruled natural, 29 accidental (including 17 overdoses), four suicides and five undetermined pending toxicology. He told the court the majority of cases originated inside the city limits and that the office provides death notification and other services for nearby jurisdictions when families live in Clark County.

The coroner urged the court to develop a one- to five-year plan for the office, including exploring a county-owned facility and replacing aging transport vehicles; court discussion acknowledged the need but flagged funding constraints.

CSX bridge agreement and grant-submission authorization

Court members reviewed a clean copy of a previously negotiated agreement with CSX related to the Red River Road bridge. Officials said the cleaned document is essentially the same as the prior version but presented without the prior red-line marks. The court authorized signing the agreement and moved to submit related grant applications, noting a 30-day submission window tied to the paperwork.

Court members emphasized the time sensitivity of the grant application. The court authorized the county judge/executive to sign and submit the application and related documents so the county would not miss the 30-day window; no dollar amounts were appropriated at the meeting. The judge and staff said the $2 million figure referenced in state planning documents represents an allocation inside a multi-year state plan and does not guarantee immediate or exclusive funding for the bridge.

Medical-cannabis resolution adopted

The court voted to approve a resolution clarifying how county employment policies will treat medical cannabis. Discussion centered on the interaction between existing county drug-free workplace rules and the state-level legalization of medical cannabis.

One member said the resolution largely restates existing policy and serves to reduce confusion for employees and applicants now that medical cannabis is legal under state law. Another member said the resolution is largely clarificatory and does not change the county’s drug-free workplace rules. The resolution passed.

Public comments and local concerns

Residents raised multiple concerns during the public-comment period. Jessica Stanford and other residents described road, gate and ice issues near county-owned and leased properties and asked for more timely communication when closures occur. A resident who identified herself as Christina Weebler told the court she and her family have seen benefits from medical cannabis for a spouse diagnosed with PTSD and urged the court to make medical options available locally. "The medical cannabis helped to get him that back," she said.

Other comments praised the county’s snow response and emergency services. The court heard questions about a state transportation allocation cited as $2 million for the Red River Road bridge, and staff reiterated that the figure represents an allocation in a multi-year KYTC plan and is not an immediately available, dedicated grant.

Routine votes, appointments and transfers

The court approved routine minutes, budget transfers, cash transfers, the bills list and a supplemental bills list. The court also approved the reappointment of Cassandra Riddell and approved the personnel transfer of Brandon Ballard from the road department to the solid-waste/compost operation. No detailed roll-call vote tallies naming each voter were recorded in the public transcript for those routine items; each motion carried on voice vote.

Officials said they will sign and submit the CSX-related grant application promptly to meet the stated deadline and will return to the court with any funding notices or required match information. Court members indicated they will further consider capital planning for the coroner’s office as budget timing and funding permit.
