The Seminole County Code Enforcement Board on Jan. 23 issued multiple orders requiring property owners to remove rubbish, cut vegetation, repair fences or remove/repair inoperable vehicles, setting deadlines in early February 2025 and daily fines for noncompliance.
The actions cover six separate cases across Seminole County, including properties in Chuluota and Oviedo, and a commercial site on State Road 434. In each case county code enforcement officers presented inspection photos and recommended board orders; board members then voted to accept staff recommendations and set compliance deadlines and fines.
Code enforcement officers told the board that inspections beginning in 2023 and 2024 documented recurring rubbish, overgrown vegetation and inoperative vehicles. Officer Hill, Seminole County Sheriff’s Office Code Enforcement (East Region), described the Bailey property at 181 Langford Drive in Chuluota as having both rubbish and vegetation violations and recommended correction by Feb. 7, 2025. “There has been a lot of progress made on the property,” respondent Trinity Bailey said, “I did get a licensed contractor to clean up the rubbish and dispose of it at the dump and everything.” The board voted to adopt staff’s recommendation and ordered cleanup by Feb. 7; a $100-per-day fine will begin if the order is not met.
Officer Hill also presented the vegetation case for the Baileys at the same address, recommending removal of cultivated vegetation exceeding 8 inches and setting the same Feb. 7 compliance date; the board approved the recommendation and set a $50-per-day fine for future violations.
For 503 Prairie Lake Drive (case 24-91 CEB) the board considered an abandoned/junk vehicle case involving an RV. Code Enforcement Officer Cameron Adaire (South Region) told the board she had not been shown the RV operating and said an additional enforcement matter could follow if someone is living in the unit. “You need to be prepared to show them that it works,” Adaire told the property representative about the standard for proving operability. The respondent said a family member lives in the RV and that he would attempt to provide documentation or drive the vehicle; the board ordered the owner to show operability or remove/repair the vehicle by Feb. 7, 2025, and set a $100-per-day fine for continued violation.
At 3845 Heritage Oaks Court in Oviedo the board heard three items for the same owner. In case 24-96 CEB (uncultivated vegetation) Officer Hill reported the property was currently in compliance but recommended an order to refrain from repeating the violation; the board adopted an order noting the property was in compliance as of Jan. 23 and warned that a $50-per-day fine could be imposed for any repeat violations after that date. Two additional items for the same address (24-97 CEB — junk/abandoned vehicle, and 24-98 CEB — dilapidated fence) were presented with photographic evidence of a vehicle with flat tires and fence posts in poor condition. The board ordered the owner to repair/remove the vehicle and to remove or repair the dilapidated fence by Feb. 7, 2025; each order carries a $100-per-day fine for noncompliance.
Code Enforcement Officer Tammy Launice presented case 24-106 CEB involving SG Group Korea LLC at 2045 W. State Road 434, a closed restaurant site where county inspectors documented kitchen refuse and other rubbish in the rear parking area across multiple inspections in 2024 and a posting on Jan. 10, 2025. The business owner, Tong Ng Shin, told the board he purchased the property recently and that he would hire a cleanup crew and pursue required permits for building work. The board ordered removal of rubbish by Feb. 6, 2025, and set a $100-per-day fine for continued violation.
The board made each decision by motion, with motions consistently moved and seconded by board members and recorded by voice as “Aye” with no recorded opposition in the hearing record.
The board also approved minutes from its Dec. 5, 2024 meeting and set its next hearing for Feb. 27, 2025.
