Rock County board approves opioid-response funding, extends lease and moves to closed session

At the meeting the board approved a supplemental Human Services appropriation of $152,240 awarded by the Wisconsin Department of Health Services. Supervisor Knutson moved the funding amendment and Supervisor Woodman seconded. The funding was described as additional to a previously budgeted $575,716, bringing the total available to $727,956 for the period Sept. 30 through Sept. 29, 2025. The funding is intended to help uninsured individuals access medication-assisted treatment and counseling for opioid use disorder and stimulant use disorder and to provide recovery support services such as peer support and sober living. The motion passed 27 yes, 0 no, 2 absent.
The board also approved an amended lease agreement with Hendricks Commercial Properties LLC for space previously used at the ECLIPSE Center in Beloit. Supervisor Bridal moved the lease amendment; Supervisor Wilson seconded. County staff explained the amendment reduces the leased square footage after the health department moved to a library location, lowers annual rent by approximately $30,000–$32,000 and extends the lease for five years. The motion passed 27 yes, 0 no, 2 absent.
Later in the agenda the board approved a motion to go into executive session under Wisconsin Statute section 19.85(1) to deliberate bargaining parameters for the 2024 negotiated collective bargaining agreement. Supervisor Bostwick moved and Supervisor Mawhinney seconded; the roll call was 27 yes, 0 no to enter closed session.
Also noted on the agenda was a first-reading public hearing on a proposal to repeal and recreate Rock County Ordinance Chapter 2, Part 5 (Emergency Management). The hearing was opened and closed with no members of the public speaking; the item will return for further consideration at a future meeting.
