Board debates Press policy manual update; committee’s draft will come to the board with flagged items

Catherine Potter, the board’s policy chair, led discussion of a proposed replacement policy manual produced using Press (the Illinois Association of School Boards service) and presented a list of suggested edits and items for board consideration.

Potter said the draft replaces much of the district's existing language and asked the board to consider a set of district‑specific insertions or restorations, including adding the district’s formal name ("Cary Community Consolidated School District 26, McHenry and Lake Counties, Illinois") to policy 110 and replacing sample language in policy 130 with the district mission and vision. She also called attention to missing district language in nepotism and requested that exhibit language for committee lists (2‑150e) and other exhibits be retained or restored.

Discussion centered on whether to restore policy 140 ("School district accountability and transparency"), a district policy last revised in 2012. Some board members argued the concise 140 language expresses core expectations the community expects; others said its content is redundant with updated Press policies and the strategic plan and therefore should be omitted. Board members and administration noted the committee process that produced the Press draft and said items requiring local specificity can be added back as separate agenda items.

Other topics raised included: clarifying the process and responsibilities for the draft policy (who enforces or implements the language), retaining or restoring certain exhibits such as FOIA‑related lists (2250e and 250e exhibits), guidance checklists for board matters (e.g., checklist for hiring a board attorney and superintendent contract negotiation exhibits), and how standing board committees should be reflected in the manual. Administration (including Dr. White and staff) said some exhibit items are managerial procedures that may live in administrative procedure manuals but acknowledged the public and board benefit from clarity and access.

The committee and board members agreed to bring the Press draft forward to the board with annotated notes and a list of specific items to consider separately; administration offered to incorporate minor edits prior to the board meeting and to present more substantive proposed restorations or rewrites as separate agenda items. No adoption vote was taken at the Committee of the Whole; the draft manual will appear at board meetings with flagged items for further action.
