District staff said the committee convened multiple half-day meetings with IASB to review and tailor policies and that the packet before the board highlights substantive edits and new exhibits the committee believed warranted full-board discussion. "The ones that are on the list here that are in bold are the ones that we wanted to make sure we were discussing, with the full board," said Doctor Thomas, a district administrator who led the summary presentation.
Why it matters: the manual covers hundreds of policies that set district expectations on governance, operations, student services and personnel. Administrators recommended moving routine procedural items out of the policy manual into a procedures document and adopting PRESS Plus to receive future redline updates directly; trustees said the change would save staff time but asked for clearer visibility into what language is being removed or relocated.
Key points raised during discussion included adding an email address that sends public messages to all trustees, new exhibits for open- and closed-meeting recordkeeping, renumbering of several policy sections, and proposed exhibits such as a checklist for filling board vacancies (270E) and an exhibit on access to closed meeting minutes (220E7). Doctor Thomas said the committee removed purely editorial or single-word formatting changes from the summary to focus the board's review on substantive items. The packet also includes proposed new Title IX–related student provisions, and the district noted that several recent PRESS updates already adopted earlier in the year are not repeated in the current list because they are already in effect.
Board reaction: some trustees praised the committee's work and attendance but still asked for more detailed, side-by-side comparisons between the district's existing manual and the proposed draft. Trustee Dee Darling asked the administration to flag specific deletions and restructurings she considered important and said she was not comfortable approving the manual without that level of review. Administrators said PRESS Plus would provide the redline, "scribe through" functionality going forward, but that the board must first approve the baseline manual to migrate onto the PRESS platform.
Next steps: Staff said the manual is scheduled to return in January for further discussion and possible adoption, but they acknowledged the board can delay approval if members want additional time to compare versions and raise questions.
