Committee passes bill to create working group to revise QAP and RHRF priorities after concerns about outreach

The Senate Committee on Housing voted to pass Senate Bill 75 unamended, creating a working group to revise the state Qualified Allocation Plan (QAP), priorities for the Rental Housing Revolving Fund (RHRF), and the term of loans made from RHRF, and to require a report to the legislature.
HHFDC filed comments and several stakeholders offered testimony. Catholic Charities Hawaii asked the committee to defer the bill, saying HHFDC already has capacity to convene stakeholders; Mark Development Inc. filed opposition. Angela Melody Young of ROAR Cares testified in strong support of a statutory working group and urged broad, inclusive participation — including financial institutions, bankers, realtors and mortgage professionals — so that revisions reflect diverse stakeholder perspectives.
The chair said the committee will pass SB 75 unamended and noted that HHFDC has conducted two rounds of QAP revisions in 2023 and 2024 with what the chair described as "manifestly inadequate public outreach processes." The committee report will record testimony, including a Mark Development Inc. letter asking delayed implementation and concerns about the scope of proposed QAP changes.
