Committee recommends 20‑year permit renewal for Triton West pipeline on Harbor Island

The Seattle City Council Transportation Committee on Jan. 21 recommended passage of Council Bill 120‑846, which would grant Triton West LLC permission to maintain and operate a pipeline system under, along and across 13th Avenue Southwest and Southwest Florida Street on Harbor Island for a 20‑year term.
SDOT staff told the committee the pipeline system was originally permitted in 1947 and allows movement of petroleum products between the dock site and on‑island oil storage facilities. If the Council passes the ordinance, the renewed permit would be effective for 20 years.
Council members described the permit as important to port commerce. Chair Rob Saka said the permit is a “critically important commerce enablement permit” that helps keep businesses operating. Council member Bob Kettle, representing the affected district, stressed “the vital importance of our port to our economy both today and into the future.”
The committee moved and seconded the recommendation and recorded a roll‑call vote of 5–0 in favor; the recommendation will be transmitted to the Jan. 28, 2025 City Council meeting for final action.
