Planning Commission approves Southvale PUD revision to allow townhomes, reduces units to 450

The Franklin Municipal Planning Commission approved a revision to the Southvale planned unit development (PUD) that introduces townhomes and reduces the total number of dwelling units from 512 to 450.
Planning staff said the proposed change converts previously approved multiplex buildings to townhomes and that the townhome units would be located internal to the subdivision, not along Lewisburg Pike. Staff said the revision requests review under the Neighborhood Green design concept in the current edition of Envision Franklin and that the plan maintains the vesting established on June 7, 2021. Staff recommended approval with conditions.
The applicant, Greg Gamble of Ford Classic Homes, told the commission that with the adoption of the new Envision Franklin plan the property’s preferred policy shifted from conservation subdivision to Neighborhood Green and that “townhome was introduced as a building type.” Gamble said the developer seeks the ability to include townhomes as part of the revised plan.
Commissioner McLemore moved to approve the revision; Commissioner Orr seconded. The commission approved the planning-commission–level revision by roll call. Because this is a Planning Commission–level approval, the item will not proceed to the Board of Mayor and Aldermen.
Staff noted any future revision proposing more than 450 dwelling units would require BOMA approval.
