Board revises 2025 road program to include cost share with New Berlin for Springdale Road

Greg, the presenting staff member, said the stretch is about a mile long and that New Berlin will manage bidding and invoice the village after construction.
Trustees discussed candidate roads to remove from the base bid to offset the New Berlin cost; staff had suggested three nearby roads (Lawrence Lane, Velma Drive and Donald Drive) because they are contiguous and, the engineer said, roughly equate in cost to the New Berlin share. Trustees agreed those roads were better held for the following year rather than deleting isolated segments from different neighborhoods.
Trustee discussion also covered undercutting risk for the Springdale project; New Berlin’s estimate anticipated approximately 6–10% of the roadway might require undercutting, a contingency similar to the village’s own estimates. Trustees directed staff to proceed with the revised program and maintain the original mandatory alternates on the village bid to preserve flexibility depending on bid results.
A motion to accept the engineer’s recommendation and revise the 2025 program passed by voice vote. The record shows the board moved and seconded to adopt the revised program and to participate in the Springdale Road cost share with New Berlin; trustees approved the recommendation and the motion “carries.”
Staff warned the board that timing will be tight: New Berlin planned to advertise its bid on March 5 and the village prefers to bid concurrently to secure favorable prices. Trustees instructed staff to monitor New Berlin’s bid outcomes and to adjust the village program if necessary to remain within the village budget.
