County planning staff review stormwater ordinance draft; revolving loan fund nearing full repayment

Planning staff reported to the Jefferson County Commissioners on Jan. 23 that a draft stormwater-management ordinance is under review and likely will need additional specifics, possibly placed in appendices, before a public hearing. Staff said the ordinance expands far beyond the prior zoning language, which included only three sentences on stormwater.
Officials also gave an update on the county’s revolving loan fund. Staff said borrowers from the third round of loans met repayment terms and that half of those loan amounts were forgiven under the program terms. At the time of the Jan. 23 meeting, only two loans remained outstanding and staff expected those to be paid off in June or July (month not precisely fixed in the meeting record).
Planning staff said they will circulate the stormwater draft to commissioners and stakeholders and that the ordinance will go through the required public-hearing process to gather community feedback before any adoption vote.
The presentation is intended to move the comprehensive plan recommendations into implementation and to direct staff to coordinate with appropriate external groups to complete items on the plan’s work list.
