Solid Waste Authority urges deferral of landfill expansion items until master plan is complete

Mayor Michelle J. Ryan, chair of the Solid Waste Authority governing board, reported that the SWA executive committee voted to ask the County Commission to defer four agenda items related to landfill expansion at Monarch Hill until the SWA's draft master plan is finalized.
Ryan said the executive committee's letter asks the County Commission to delay action because the proposed amendments (an ordinance and LUPA items) would expand the landfill's horizontal and vertical footprint and should be considered in the context of a completed solid-waste master plan. Ryan said a draft master plan is expected in the coming weeks, with a workshop scheduled for Feb. 10 and additional workshops planned in March and April.
County Commission timeline and response
- Planning Council members noted the SWA's request but also asked for a clear timeline in any letter so the County Commission understands when the SWA expects the plan and workshops to be completed. Commissioner Lamar Fisher and others said the SWA's draft should be released quickly; staff said the draft is expected by the end of the month or the first week in February.
Council action on hearing items
- Mayor Angelo Castillo moved and Mayor Rex Harden seconded a motion to move public-hearing items PH1, PH2 and PH3 on the council's schedule. The council passed the procedural motion unanimously.
Why it matters: the landfill items have countywide consequences for waste management, environmental planning and capital budgeting. SWA and county staff said they are coordinating and that a fulsome master-plan review would better inform any decisions about expansion.
