City awards $1.55 million reconstruction contract for 32nd–33rd streets; construction engineering approved

The Hays City Commission voted to award the reconstruction contract for 32nd and 33rd streets (Vine to just west of Willow) to Vokes Parga Construction LLC for $1,554,275.70 and authorized a separate construction engineering agreement with Driggs Design Group for $52,320.
Jesse Rohrer, Director of Public Works, told the commission the project will replace approximately 25,100 linear feet of concrete pavement, remove and replace selected curb and gutter, add curb ramps for ADA compliance and widen the north intersection of Skyline and 33rd to improve turning clearance. Rohrer said the contractor plans a mid-February start, a preconstruction meeting and public open house Feb. 4 at 5 p.m., and targeted completion in early July, weather permitting.
Rohrer reported the project bid was approximately $245,000 under the budgeted estimate and explained a plan to perform a drainage box extension at Skyline and 33rd early in the schedule to minimize traffic disruption. He said the project’s engineer prepared a nine-page phasing plan that will be available for residents at the open house.
Commissioner Barrack moved to authorize the contract; Commissioner Cunningham seconded. The commission approved both the construction contract and the Driggs Design Group agreement in separate motions; both votes passed unanimously as recorded at the meeting (4–0).
The construction contract will be funded from the City Commission Capital Reserve Fund. City staff noted the contractor has performed similar projects locally and that the work will include soil testing and compaction verification prior to pavement placement.
