County approves personnel, pay and emergency actions including scaled back THC testing and $8,000 sign‑on bonus

Commissioners and staff said the change has already helped recruitment efforts.
Sign‑on bonus: The board approved a one‑time $8,000 sign‑on bonus for a full‑time second‑shift wellness supervisor position in the county’s assisted‑living unit. The motion specified the bonus would be paid in scheduled installments: $2,500 at four months, $2,500 at eight months and $3,000 at 12 months. County staff told the commissioners ARPA funding previously used for some sign‑on bonuses had lapsed and that the position’s cost will come from the department’s salary line going forward.
Accounts payable and budget notes: Commissioners approved an accounts‑payable list for Jan. 23 totaling $1,628,785.87. County finance staff said the list was larger than usual in part because of a $225,000 capital FF&E (furniture, fixtures & equipment) draw for dispatch and several regular non‑county special payments. ‘‘Meals on Wheels is the largest one of the non‑county specials because they're $40,000 per quarter,’’ a senior finance official told the board. The board approved the AP list by voice vote with no recorded opposition.
Weather emergency: The board declared a weather emergency for Sunday, Jan. 19, 2025, under Rockingham County personnel policies and procedures chapter 8‑4 to cover third‑shift staffing (the motion as amended specified the emergency applied to the third shift starting Monday, Jan. 20 at 8 a.m., as defined by the department). The declaration was made to ensure personnel and pay rules apply for the affected staffing period.
Other personnel and small‑dollar items: The board approved a $20 increase in the previously approved transport cost to move a donated grand piano (the motion clarified the $20 delta and was approved after discussion about process). Commissioners also approved a waiver of the facility fee for use of the Hilton Auditorium for the Rockingham County Democratic and Republican committees for calendar year 2025.
