The Plainview ISD Board of Trustees on Jan. 2025 accepted the district's financial statement audit for the fiscal year ended Aug. 31, 2024, approved two trustees as the district's representatives to the Plainview Education Foundation and approved the consent agenda, the board said during its regular meeting.
Why it matters: The audit shows the district's financial statements received an unmodified ("clean") opinion and no audit findings, affirming the district's financial reporting for 2023'024. The board also designated two trustees as voting representatives to the Plainview Education Foundation, a separate nonprofit that provides grants and supports district programs.
Audit highlights and auditor comments
Kevin Randolph of audit firm Ott Bailey presented the financial statement audit and said the auditors issued an "unmodified opinion" on the district's financial statements. "It's a clean opinion. It's the one you want to get. We have no findings this year also," Randolph told the board.
Randolph said total assets fell year to year, driven mostly by a decline in cash and investments, and noted a significant drop in federal revenues tied to the end of COVID-era ESSER funding. He described fund-balance categories used in district accounting and identified assigned balances for future construction and capital equipment.
Votes at a glance
- Approval of the 2023'024 financial audit as presented: Motion made and seconded; the board carried the motion following a show of hands. (Audit presentation and discussion led by Kevin Randolph, Ott Bailey.)
- Appointment of board representatives to the Plainview Education Foundation: Board motion carried to approve Trustees Miss Bass and Mr. Salazar as the district's representatives on the Plainview Education Foundation board; the Foundation is a separate nonprofit and its bylaws govern representative duties.
- Consent agenda (minutes of the Dec. 19, 2024 regular meeting): Motion to adopt the consent agenda carried.
What the actions mean
The audit acceptance is an annual formal step that does not change district operations but documents the independent auditor's conclusion that the district's financial statements fairly present its financial position. The board's representatives on the Education Foundation will serve as the district's liaisons to that nonprofit; trustees must follow the foundation's bylaws when acting as Foundation board members.
Meeting procedure and next steps
Board members moved the listed items during the meeting and carried each motion by voice/show-of-hands vote; the minutes will reflect formal motions and outcomes. Trustees also announced a brief executive session later in the agenda under Texas Government Code provisions to discuss personnel and real property matters.
Ending
The district's audit report and the board packet will be posted on the Plainview ISD website; the audit report was prepared by Ott Bailey and presented to the board at the meeting.
