Sewer separation bid at $2.4M, Broadhead sewer and other infrastructure projects move forward

Crafton Borough Engineer Mike Keenan updated council on multiple infrastructure projects at the Jan. 23 meeting, including a low bid for the C-20 sewer separation project, the Broadhead sewer project, storm-sewer retention work at Craft Elementary and the public-works building sewer lateral.
Keenan said bids for the C-20 sewer separation project were opened Jan. 14; three bids were received and the lowest was $2,400,000. Gateway — the borough's engineering partner — asked to meet with borough staff to review the bids before issuing an award letter. "The resulting lowest bid came in at $2,400,000. Right now, Gateway wants to have a discussion with us about the bids before we do receive an award letter," Keenan said.
On the Broadhead Sewer Project, Keenan said that part of the project is supported by an EPA grant and that EPA is still reviewing the final environmental documents; easement and legal issues remain under negotiation and site tours are being scheduled when weather permits.
Keenan also provided updates on other works: the public stairs project is complete and awaiting final disbursement to the grant manager (ACED); the storm-sewer retention underground facility beneath the Craft Elementary parking lot requires in-house inspection when weather and traffic conditions permit; the public-works building sewer-lateral contractor (A. Morante) mobilized equipment but was delayed by weather, with work expected to take two to three weeks once started; and Peoples Gas main restoration is scheduled for early spring when weather improves.
Keenan said the borough advertised its sewer O&M repair contracts with three separate contracts for excavation repairs, manual-to-manual lining, and spot lining. Station Street retaining-wall design work is underway to address a failing wall near the PRT busway.
No formal awards or contract approvals were finalized at the meeting; Keenan said staff would return with recommended award letters and schedule updates after bid review and weather improvements.
