Terrell planning commissioners approved construction plat CP25-4 for North Spur Phase 1c, which staff said will create 141 single-family residential lots and seven nonresidential lots on about 23.977 acres north of U.S. 80.
Staff told the commission the planned development ordinance No. 2949 was approved by the Planning and Zoning Commission on June 23, 2022, and received final approval by the city council on Dec. 28, 2022. A development agreement was executed by the city council on Dec. 20, 2022. Staff also noted Phase 1a final plat was approved by the commission on Sept. 12, 2024.
Under the development agreement and planned development ordinance, Phase 1c lots meet a minimum lot size of 50 feet by 139 feet, staff said. Commissioners asked whether the nonresidential lots would include neighborhood retail; staff replied there are no neighborhood services planned in the phases before the retail phase (Phase 1b) and that retail typically follows residential rooftop density.
Commissioners also asked about detention and drainage. Staff described a drainage pond located on the west and storm drains leading to the basin at the creek; engineering review and civil sets were reported to comply with applicable zoning and building standards. The packet referenced a large nature trail and park amenities required by the planned development ordinance, but staff said those improvements occur in later phases.
A commissioner moved to approve construction plat CP25-4; another commissioner seconded. The motion passed.
